Explanation

The talks of December 1966 were held aboard HMS Tiger and those of October 1968 aboard HMS Fearless, neutral ground that let each side meet without recognising the other's position. Both failed on the same point, the pace of any progress to majority rule, and Smith went back to governing without a settlement.
