On a graph the boundary of the region defined by the inequality y > 5 is drawn as a broken line rather than a solid one. State the largest integer value of y that does not satisfy y > 5.

The inequality y > 5 is strict, so 5 itself is not included: every value from 5 downwards fails, and the largest of those is 5. That is exactly why the boundary is drawn broken, to show that points on the line y = 5 are not part of the region.
