Explanation

Vernier calipers carry a second pair of jaws on the upper side made for internal measurements: they open inside the tube until they touch the walls, and the scale reads to 0,01 cm. A micrometer has only flat external anvils and cannot reach inside, and a tape measure or metre rule can neither reach the inside wall nor read to that precision.
